"Common Carriage" came about to ensure that postal mail would be delivered equally and without giving deference to one piece over another. Same with telephone calls- no one call could take precedence over another across telephone lines. Along comes the internet. It too grew up being included in this concept of "common carriage"- no piece of internet material could be blocked or receive better, faster access due to its content. It came to be known as "net neutrality."

Robb Topolski, was just an ordinary citizen with a real knack for computers and IT knowledge. He began to run studies on interference during peak vs. off peak internet times. And found no difference- the congestion was always the same. Topolski began to suspect that (in this case) Comcast was interfering with internet access.
